A final chair pass reads the attributed memos plus all reviews and emits one structured verdict: where the group agrees, where it pulls in different directions, what’s missing, and what to do next.

Why this shape. The design follows the LLM Council idea: multiple models, role-separated drafts, and a deliberation layer before synthesis, so you get adversarial coverage and error diversity instead of one model anchoring the whole answer. Parallel generation plus blind cross-review dampens sycophancy and makes disagreement legible rather than buried in opaque back-and-forth.
